Usually the newly content is added at the bottom of the heading, although tomehost supports ordering headings and their contents, using different methods though:

• Headings - To order headings you just need to drag and drop the headings on the left sidebar treeview menu. You can move a heading inside another heading, or move it somewhere else within the hierarchy.
• Contents - Every content section (text, image, code, ...) has a menu on the left side represented by an arrow, just click on it and you should see the ordering options (Move up/Move down).

Moving content will check out the section, and the change won't be visible to the public until you publish it.
